Meet the Attorneys

M. Andrew Gayheart

M. Andrew Gayheart was born in Culpeper, Virginia; on May 9, 1960. Mr. Gayheart is a life-long resident of Culpeper. 
Mr. Gayheart was admitted to the Virginia State Bar in 1986. He is a graduate of the College of William and Mary and Loyola University School of Law. He is a member of the Culpeper County Bar Association and the Virginia State Bar. Mr. Gayheart is a founding member of the Culpeper Housing and Shelter Services Board; Board Chairman for the Northern Piedmont Community Foundation and also provides counsel as a member of the Merchants Grocery Board.
Areas of Practice include: Personal injury, Wills and Estate Planning, Criminal and Traffic Defense, Real Estate and Domestic Relations.

Evan J. Law

Evan J. Law was born in Rexburg, Idaho on June 6, 1981, and has resided in Culpeper since 2012. In 2019, he opened his own immigration law practice in Culpeper after having worked for seven years as an adjudicator within the Administrative Appeals Office of the U.S. Citizenship and Immigration Services (USCIS) in Washington, D.C.

Mr. Law is a graduate of Brigham Young University-Idaho and the University of Dayton School of Law in 2009. He is a member of the District of Columbia Bar, the American Bar Association, and the American Immigration Lawyers Association. He practices before USCIS, Immigration Courts and the Board of Immigration Appeals. He is also admitted to the U.S. District Court for the District of Columbia and the U.S. Court of Appeals for the Fourth Circuit.

He enjoys spending time with his wife and children, writing legal thrillers, playing drums, and playing soccer.
Areas of practice: all matters of immigration law, focusing specifically on family-based petitions, removal defense, employment-based visas, special immigrant juvenile petitions, and visas for individuals of extraordinary ability.

Jonathan F. Keephart

Jonathan F. Keephart was born in Philadelphia, Pennsylvania on May 18, 1983 and was raised in Lawrenceville, New Jersey.


Following matriculation at The Lawrenceville School in 2001, he graduated from Boston College’s Carroll School of Management in 2005, where he majored in Finance. In 2009, Mr. Keephart received his Juris Doctor from the Washington College of Law at American University. He is a member of the New Jersey State Bar (2009), the Mercer County Bar Association, and the Phi Alpha Delta Law Fraternity.


After law school, Mr. Keephart worked extensively in defensive litigation control and casualty investigations for several prominent insurance carriers. There, he directly investigated and settled claims ranging from first-party property, premises liability, product defect, rideshare vehicle accidents, special event incidents, sporting injuries, to construction site accidents.


Mr. Keephart’s career progressed to private practice in 2016, where he primarily focused on matrimonial mediation, collaborative law, alternative dispute resolution (ADR), and estate planning. In 2017, he was selected to attend executive education at Harvard Law School, where he focused on advanced negotiation techniques and mitigation of protracted disputes with Professor Robert Mnookin. As a trusted neutral, Mr. Keephart’s unique approach to problem solving emphasizes the inherent dignity and decision-making autonomy of all parties involved.


He now resides in Barboursville with his wife and their three children. He most enjoys family time, cycling, golf, and road trips to the “Lowcountry.”

Monica W. Henain

Monica W. Henain was born in Cairo, Egypt on November 29, 1990. Ms. Henain moved to Culpeper in August 2024.


Prior to joining Gayheart and Willis P.C., Ms. Henain was a civilian attorney for the Department of the Navy, Office of General Counsel as a procurement attorney for Military Sealift Command and Naval Sea Systems Command, and a suspension and debarment attorney for Acquisition Integrity Office. Ms. Henain started her legal career as an immigration attorney in New York City. Due to her journey on becoming a naturalized citizen, Ms. Henain is passionate about helping her clients with their immigration matters.


Ms. Henain is a graduate of Columbia College in South Carolina, Whittier Law School in California, and George Washington University Law School in Washington, D.C. Ms. Henain is a member of the District of Columbia Bar, New York Bar, American Bar Association, and Phi Alpha Delta Law Fraternity. Ms. Henain practices before U.S. Citizenship and Immigration Services, Immigration Courts, and the Board of Immigration Appeals (BIA).


Ms. Henain enjoys spending time with her parents, traveling, and gardening. 

Areas of practice: Immigration matters, including, but not limited to, family-based petitions, employment-based visas, and appeals to the BIA and U.S. Fourth Circuit.
